The week the agent economy got a standards body

① The big one: x402 Foundation goes operational — with 40 members

On July 14, the Linux Foundation formally launched the x402 Foundation, giving the agent-payment protocol an open-governance home with 40 founding organizations — 17 of them premier members, including Visa, Mastercard, American Express, Stripe, Adyen, Fiserv, Google, AWS, Circle, Coinbase, Cloudflare, Shopify, Ripple, the Solana and Stellar foundations.

Read that list again: card networks, processors, clouds, stablecoin issuers, and chains — every layer of the payments ecosystem just agreed on one neutral standard for how AI agents pay. The standards war we've been tracking (x402 vs AP2 vs ACP) didn't end this week, but the center of gravity is now unambiguous.

② The numbers: machine payments are small, fast, and everywhere

x402 moved roughly 75 million payments totaling only ~$24 million in the past 30 days. That ratio is the whole story: this is not a whale market, it's a metering market — millions of sub-dollar payments for API calls, data, and tools. Volume charts will undersell it; transaction counts won't.

③ Visa's own research agrees: stablecoins meter the micro, cards keep the macro

On July 16, Visa and analytics firm Artemis published "Agentic Payments from the Ground Up," concluding that stablecoins will become the preferred rail for agent micropayments (card fixed-fees make sub-dollar payments uneconomic) while cards stay dominant for traditional-sized purchases. Visa's simultaneous Payments Forum announcements pushed new AI, stablecoin, and tokenization products in the same direction.

The split is now consensus: cards for what humans buy, stablecoins for what machines buy.

What it means (our read)

1. Neutral ground won. Card networks joining the x402 Foundation is a hedge, not a surrender — but it makes x402 the default meter of the agent economy, and standards set now compound for a decade.

2. The money is in the meter, not the transactions. $24M/month of volume is tiny; 75M transactions/month is enormous. The businesses to watch are the ones charging tolls per call: facilitators, wallets, billing engines — the layers our index tracks.

3. Micro vs macro is the durable split. Plan products for both rails: stablecoin metering for machine consumption, card bridges (Agent Pay / Intelligent Commerce) for human-sized carts.
